Fight Over Gambling Advertising in the Philippines
Senator Francis Escudero has filed a bill that would impose a total ban on gambling advertisements and sponsorships on television, radio, in print, on online platforms, and on social media.
Similar to the restrictions on tobacco ads in 2003, he argues that gambling promotions now pose comparable risks, particularly to minors and vulnerable groups. Hovewer, he acknowledges the industry's significant contribution of £396.13 billion to the economy in the 2025 financial year. Escudero also contends that the unchecked spread of such marketing inflicts serious harm on public mental health, social stability, and economic well-being.
The proposal would transform voluntary self-regulatory guidelines into enforceable national law, ensuring consistent application nationwide. Operators would be granted a one-year grace period to phase out existing promotional materials. After this period, penalties would escalate progressively:
- a first offence would incur a fine of up to £200,000 and one year in prison;
- a second offence would incur a fine of up to £300,000 and two years;
- a third offence would incur a fine of up to £500,000, three years in prison, and revocation of business licences. Foreign violators would face deportation.
Beyond punitive measures, the bill requires the government to lead educational campaigns promoting responsible gambling and providing mental health support for problem gamblers. By extending the ban to endorsements by public figures and online influencers, the measure aims to protect young people, encourage informed consumer decisions, and prioritise the public interest over private commercial gain.
