Gibraltar Takes Global Lead with First Comprehensive Regulation for Prediction Markets

The regulations, which were published under the Gambling Act 2025, follow months of preparation, and two licences have already been granted. According to Minister Nigel Feetham, the regime incorporates safeguards against market manipulation and money laundering. The framework takes a risk-based approach, to address market integrity, participant protection and operational resilience, while recognising the role of such markets in price discovery.

Feetham said that the rules reflected extensive engagement with industry experts, and that there had been significant interest from globally recognised applicants. An independent supervisory panel has been established to oversee implementation.

The move was first signalled in April, when ADI Predictstreet received an initial licence under previous legislation. The new rules require all event contracts to be approved by the Gambling Authority, with operators obliged to prevent insider dealing and market manipulation. The authority may prohibit contracts relating to criminal conduct, death, terrorism or armed conflict.

Gibraltar's framework introduces measures covering governance, client asset safeguarding and sanctions compliance. Feetham said the regime provided a clear path for responsible innovation while maintaining high standards of integrity.
