On September 10, Italy’s gambling regulator ADM will roll out a unified online complaints portal.

The Portale delle segnalazioni allows players to file disputes with licensed operators and track their progress.

To submit a complaint, users must authenticate via the national digital ID system and the name of the relevant operator.

Operators have 72 working hours to respond, excluding public holidays. Initially, ADM will not intervene, both sides must first attempt to resolve the matter directly. If the operator fails to reply, or if the response is deemed unsatisfactory, the case can be escalated to ADM for a final ruling. Once a complaint has been closed, it cannot be refiled.

ADM is also partnering with state IT firm SOGEI to enhance the monitoring of online gambling and crack down on unlicensed operators, with the support of the Ministry of Economy and Finance.

Additional funding comes from Italy’s new licensing system. In September 2025, ADM issued 52 licences to 46 operators, each worth €7 million, generating a total of €364 million to strengthen regulatory oversight.
